Major Changes Set for Russian Energy Sector
Russian President Vladimir Putin instructed the government to take measures to increase payment discipline in terms of payment of energy resources by budget organizations, follows from the list of instructions following the meeting on energy development.
"To take measures to increase payment discipline regarding payment in full of consumed electric energy, thermal energy and gas by consumers financed from the federal budget," the document says. First Deputy Prime Minister Andrei Belousov has been appointed responsible for the assignment; the report is due by August 10.
The president also instructed plenipotentiaries in the federal districts to take measures to increase the payment discipline of organizations that are funded from regional budgets and municipal budgets. The report is due by December 31, 2020.
Earlier, in May, Belousov instructed the Ministry of Energy and departments to prevent the growth of budgetary organizations' debts to generating companies, Rosseti and gas companies and increase the collection of payments to 100%.
The head of the Ministry of Energy of the Russian Federation, Alexander Novak, at the end of April noted a deterioration in the payment discipline of energy consumers, including state employees.
